I don't know the procedure, but at least you may inquire with the nearby MSEB office. There is one just before the ParkStreet when going from PS. But one important thing is that, you should do it as soon as possible, coz for builders the per unit rate is charged as per Commercial rules (if he has not done the required procedure already) and thats almost double the Domestic per unit charge.
I took the copy of GR to MSEB office in GaneshKhind, Pune office, when I was submitting application for Meter Transfer (this is in Oct 2015). I explained my case to chief engineer and other three officers in office that “Plain paper Indemnity Bond” is equally acceptable and they should not force me for bringing “non-judicial paper. Form-U (It contains NOC which is to be signed by Old Consumer - Not Mandatory To Get Signature. You Can Just Fill Form U) Undertaking from a New Consumer on Stamp Paper of INR 100 (Format given as Annexure-A in Form-U).
Usually a builder does all these formalities as you get the flat possession, so you may also check with them first, even insist for it. Hey thanks guys for your valuable inputs. One of my friends sent me the detailed process of name change on meter. Process for Electricity Bill Transfer: ---------------------------------------- 1.

Submit these document to any CFC (consumer facilitation center) of Mahadiscom. I did it at CFC near to Kunal Icon 6. They will give you a printed receipt as acknowledgment 7.

Dear RBagade, Thx for point wise explanation of the procedure. Originally Posted by What the case for double transfer(resale case)? Self attested. Give a NOTARIZED/TRUE COPY of Index 2 having your name attached to the application alongwith the latest PAID COPY of the MSEDCL bill. The name will be changed after 1 complete month's cycle. BTW, don't forget to take an acknowledgement from MSEDCL guys for the same. It can be as simple as taking a stamp & signature on a copy of your application.
